The Explanation
Basically, this is a phishing expedition. The email appears to be sent from a bank (they hope it's yours). The "bank" has sent you an email asking you to confirm your account information for some trumped up reason and if you comply, you find a website that looks somewhat real, depending on the sophistication of the scammers, and you when you enter your information, your bank account is drained of all the money they can get their greedy little hands on. You wind up with an empty bank account and little more to go on.

Most banks or financial institutions will tell you the following information: "[We] will never ask for your Log-in ID, password, account information, or Social Security (Tax ID) number through e-mail. While a phishing site may look very similar to the real site it pretends to be, it is fraudulent. If you receive an e-mail asking you to provide confidential information, do not respond and delete it immediately."
